How long Nigeria has been without ambassadors?

  • On 2 September 2023, President Bola Ahmed Tinubu ordered the recall of all Nigerian envoys — both career and non-career ambassadors — marking the beginning of a widespread diplomatic reshuffle.

  • Since that recall, Nigeria’s roughly 109 diplomatic missions (76 embassies, 22 high commissions, and 11 consulates) have operated without substantive ambassadors.
Instead, many have been led by chargés d’affaires or temporary heads.

  • As of early 2025 — roughly 18 months after the recall — the government began vetting new candidates for ambassadorial posts, but replacements have yet to be fully confirmed and deployed.

  • Therefore, Nigeria has, at minimum, been without ambassadors in many of its foreign missions for about a year and a half to two years.
That is one of the longest gaps in diplomatic representation in recent memory.

Why it matters

  • Diplomatic missions led by chargés d’affaires rather than ambassadors lack the full diplomatic rank and gravitas required for high-level international engagement.
This can weaken Nigeria’s influence in bilateral relations, global negotiations, and international forums.

  • Experts warn that the absence of ambassadors undermines Nigeria’s ability to:

    • protect the interests of its citizens abroad,

    • attract foreign investment,

    • negotiate trade and security agreements, and,

    • assert its leadership in regional and global affairs — a concern especially serious given Nigeria’s size and strategic importance.

  • The prolonged vacancy also sends negative signals to foreign partners, who may interpret the lack of full representation as disinterest or neglect.
That may potentially diminish Nigeria’s standing and bargaining power internationally.

Tinubu Sends 3 Ambassadorial Nominees for Confirmation

President Tinubu has formally transmitted the names of three non-career ambassadorial nominees to the Senate for screening and confirmation, THIS DAWN has learnt.

This marks the administration’s first major step toward restoring Nigeria’s diplomatic representation abroad after a prolonged vacancy across several missions.

The nominees are Kayode Are (Ogun State), Aminu Dalhatu (Jigawa State), and Ayodele Oke (Oyo State).

They were announced on Wednesday during plenary, where Senate President Godswill Akpabio read out the president’s letter to lawmakers.

The nominations have been referred to the Senate Committee on Foreign Affairs, with directives to conclude its screening and report back within one week.

Observers criticise

This move marks a significant development, as it comes more than two years after Tinubu recalled Nigeria’s entire diplomatic corps in 2023.

The move left numerous embassies and consulates without substantive ambassadors.

The prolonged delay has attracted criticism from foreign-policy observers who argue that the absence of ambassadors weakened Nigeria’s global visibility, limited high-level diplomatic engagement, and impaired services to citizens abroad.

According to reports, the nominees are the first batch, with the presidency expected to send additional names in the coming weeks.

The Senate President hinted that further nominations would follow as part of a broader restructuring of Nigeria’s foreign missions.

Government officials have described the nominations as a step toward reinvigorating Nigeria’s diplomacy.

It’s also expected to strengthen foreign relations and restoring administrative leadership at embassies that have operated under chargé d’affaires since 2023.

Analysts say the confirmation of ambassadors is expected to:

  1. improve consular services,
  2. re-energise Nigeria’s participation in multilateral engagements, and,
  3. help drive foreign-policy priorities that have stalled due to leadership gaps.
