TD WASHINGTON, USA — A Washington, D.C.-based Republican lobbying and public affairs firm, Von Batten-Montague-York, has released a two-page chronology summarising long-standing United States Department of Justice (DOJ) allegations against Nigerian President Bola Ahmed Tinubu arising from a 1993 civil forfeiture case linked to alleged heroin trafficking proceeds.

The firm said it has also begun distributing more than 60 pages of DOJ court filings, supporting affidavits and related federal court decisions.

It’s target audience include officials within the Trump administration, members of Congress and senior congressional staff.

The firm claimed that many U.S. policymakers had previously been unaware of the details of the decades-old investigation.

In a statement posted on X, the firm said it decided to make public only the chronology for now, while pledging to ensure that the complete record reaches President Donald Trump.

“Following discussions with members of the Trump Administration, Congress, and senior congressional staff, we began providing more than 60 pages of DOJ documents concerning the DOJ’s allegations of Nigerian President Bola Ahmed Tinubu’s alleged involvement in a heroin trafficking investigation spanning the late 1980s and early 1990s,” the firm wrote.

The organisation argued that narcotics trafficking has had a devastating impact on American communities.

It said that it believed policymakers should be fully informed about the historical case.

Summary of the Chronology

According to the document released by the firm, the DOJ alleged that between 1988 and 1991 federal investigators examined a Nigeria-based heroin trafficking organisation that imported heroin into the United States.

From there it was distributed through associates operating in Chicago.

The chronology references the civil forfeiture case, United States v. Funds in Account No. 263226700 et al., filed in the U.S. District Court for the Northern District of Illinois in 1993.

It states that investigators alleged proceeds from the trafficking organisation were deposited into bank accounts in the United States that were owned or controlled by Bola Tinubu.

The summary identifies three individuals named in the forfeiture proceedings: Bola Ahmed Tinubu, Adegboyega Mueez Akande and Abiodun Agbele.

According to the chronology, the DOJ alleged that Tinubu maintained multiple bank accounts used to receive and transfer funds believed to represent proceeds of heroin trafficking.

It further alleges that Akande was identified by investigators as the leader of the trafficking organisation and that he supplied funds used to open one of Tinubu’s bank accounts.

The document also states that Abiodun Agbele, whom Tinubu acknowledged knowing, was accused by investigators of selling heroin before later cooperating with federal authorities.

Civil Forfeiture Settlement

The chronology notes that in 1993 the DOJ seized funds identified in the complaint and that the matter concluded through a negotiated civil forfeiture settlement.

Under that settlement, approximately $460,000 was forfeited to the United States.

The document characterises the forfeiture as a civil resolution rather than a criminal conviction.

The chronology also highlights subsequent developments, including journalist Aaron Greenspan’s 2023 Freedom of Information Act (FOIA) lawsuit seeking records related to the historic investigation.

According to the summary, a U.S. District Court in Washington, D.C., ruled in 2025 that certain federal agencies, including the FBI and DEA, could not rely on blanket refusals to confirm or deny the existence of responsive records and must process relevant FOIA requests.

It adds that the litigation remains ongoing as agencies continue processing records and resolving disclosure issues.

Materials Sent to Congress

The final section of the chronology states that, following discussions with members of the White House and Congress, the documents have been provided to several House and Senate committees for informational and oversight purposes.

The firm said the materials are being circulated in light of Nigeria’s strategic relationship with the United States and reports that President Tinubu is seeking a meeting with President Trump during the upcoming United Nations General Assembly.

Long-Running Political Controversy

The 1993 forfeiture case has remained a recurring issue in Nigerian politics for decades.

President Tinubu has consistently denied involvement in drug trafficking and has never been convicted of a criminal offence in the United States in connection with the allegations.

The 1993 proceedings were civil forfeiture proceedings, which differ from criminal prosecutions and do not constitute a criminal conviction.

The latest publication by Von Batten-Montague-York is expected to renew debate over the historical case as interest continues in the ongoing U.S. FOIA litigation and the release of additional government records.
