TD Atan, Ogun State — A dispatch rider who reportedly sought refuge at the Atan Police Station overnight has accused officers of detaining him the following morning, seizing his goods, and demanding ₦40,000 for bail before release.

The allegation, first raised on social media by user @IamDecodams, directly tagged the Nigeria Police Force and identified the officer involved as Officer Kunle.

The post questioned whether seeking safety at a police station had now become an offense, drawing widespread public attention.

In response, the State Police Public Relations Officer, DSP Oluseyi Babaseyi, confirmed the incident.

DSP Babaseyi said he is “on top of the matter,” promising updates as investigations continue.

Context: Police Reform and Accountability

This incident comes at a sensitive time for Nigeria’s policing system.

In June 2026, the Senate passed the Constitution Alteration (State Police) Bill, followed by House approval.

A Presidential Working Group, chaired by Chief of Staff Femi Gbajabiamila and including Ogun Governor Dapo Abiodun, was inaugurated in July to draft the National Policing Bill.

The reform aims to establish a dual policing structure:

  • Federal Police Service — handling national security, terrorism, cybercrime, and interstate offenses.
  • State Police Services — focused on local law enforcement under national standards and oversight.

Governor Abiodun has been a vocal advocate, calling state police “non-negotiable” for grassroots security and federalism.

He points to Ogun’s layered security outfits — Amotekun, So-Safe Corps, and vigilante groups.

He said they are a model that could add hundreds of thousands of personnel nationwide, improving Nigeria’s police-to-citizen ratio (currently ~1:660 vs. UN benchmark).

Police Local Command Efforts

Under CP Bode Ojajuni, the Ogun State Command has emphasized:

  • Zero tolerance for misconduct — strengthened Complaint Response Units, X-Squad monitoring, and public reporting channels.
  • Community policing — initiatives like the School Protection Squad and POCACOV (Police Campaign Against Cultism and Other Vices).
  • Operational modernization — new area commands, traffic enforcement operations (VELVET), and inter-agency collaboration.

DSP Oluseyi Babaseyi, appointed late 2025, has been the face of these reforms, regularly updating the public on accountability measures.

Why This Case Matters

The Atan allegation underscores the trust deficit between citizens and security operatives, even as reforms advance.

Extortion, unlawful detention, and abuse of authority remain recurring complaints.

Advocates warn that without strong oversight — including independent Complaints Commissions at both federal and state levels — misconduct could persist under the new dual system.

Governor Abiodun and reform leaders have also flagged risks of politicization, where state police might be misused against critics of government.

The governor also raised other concerns alongside challenges of uneven funding and training capacity across Nigeria’s 36 states.

Public Reaction

The case has quickly trended online, with citizens demanding accountability and transparency.

Many see it as a test of whether the Nigeria Police Force’s stated “zero tolerance for extortion” will be enforced in practice.

DSP Babaseyi’s intervention will be closely watched, both for the immediate resolution of the dispatch rider’s case and for what it signals about Ogun’s readiness to transition into the new era.
