TD Awka, Nigeria — The Anambra State Executive Council (ANSEC), under the leadership of His Excellency, Governor Chukwuma Charles Soludo, convened its 5th meeting of the second term at the Light House, Awka.

During the meeting, Governor Soludo approved a series of far-reaching measures.

The said measures were designed to accelerate development, strengthen governance, and expand access to justice across the state.

These decisions form part of the administration’s flagship SOLUTION 2.0 agenda, which emphasizes inclusive growth, citizen participation, and sustainable progress.

The “Soludozie” Anambra Programme

In a bold step toward community-driven development, ANSEC approved the immediate activation of the Soludozie Anambra Programme.

Operating under a Public-Private-Community Partnership (PPCP) model, the initiative will mobilize high-net-worth individuals and communities across Anambra’s 179 towns.

Such stakeholders will partner with government in delivering critical infrastructure such as roads, schools, and medical centres.

Governor Soludo emphasized that “sustainable development is not the work of government alone but the collective responsibility of Ndi Anambra, the private sector, and our communities.”

Expanding Student Housing: BOT-Driven Campus Hostels

Recognizing the challenges faced by students living off-campus, ANSEC resolved to collaborate with private investors to provide adequate and affordable hostel accommodation in tertiary institutions across the state.

These hostels will be delivered through a Build-Operate-Transfer (BOT) arrangement.

They will ensure that students enjoy a safe, inclusive, and complete campus experience.

Implementation modalities are set to commence immediately, with the goal of easing housing pressure and enhancing student welfare.

Strengthening Justice Delivery: Grievance Redress Mechanism

To guarantee timely and fair resolution of complaints, ANSEC approved measures to strengthen the Grievance Redress Mechanism (GRM).

The enhanced GRM will serve as a platform for citizens to lodge complaints relating to human rights and service delivery.

It will ensure that disputes between Ndi Anambra and government agencies are resolved transparently.

Citizens are encouraged to forward grievances via the official portal.

Expanding Access to Justice: Small Claims Courts

In line with the administration’s commitment to justice reform, ANSEC also endorsed the establishment of Small Claims Courts across the state.

These courts will provide speedy resolution of minor civil disputes, reduce case backlogs, and enhance citizens’ confidence in the judicial system.

This initiative is expected to particularly benefit small business owners and individuals seeking affordable justice.

Tackling Environmental Challenges: Erosion Control

The Council reaffirmed its determination to confront the menace of erosion, which has long plagued communities in Anambra.

Under SOLUTION 2.0, erosion control projects will be prioritized, combining engineering solutions with community participation to safeguard lives, property, and farmlands.

Governor’s Vision

Governor Soludo reiterated that these measures reflect his administration’s unwavering commitment to inclusive governance, justice delivery, and sustainable development.

He noted that SOLUTION 2.0 is designed to “transform Anambra into a model state where governance is participatory, justice is accessible, and development is people-driven.”
