TD The Federal Bureau of Investigation (FBI) has arrested a 35-year-old New York woman accused of plotting a terrorist attack against the New York State Capitol in Albany, according to a federal criminal complaint filed Thursday.

The suspect, identified as Jessica Bowie, allegedly planned to bomb the Capitol and kill lawmakers after pledging allegiance to the Islamic State of Iraq and Syria (ISIS) in online communications, investigators said.

The allegations remain accusations contained in a criminal complaint, and Bowie is presumed innocent unless proven guilty in court.

Alleged ISIS Allegiance and Attack Plans

According to the complaint, Bowie began planning the alleged attack in July after communicating online with individuals whom investigators have not publicly identified.

The FBI alleges that Bowie had expressed support for ISIS and discussed her plans with undercover FBI informants.

Investigators said Bowie had converted to Islam approximately five years ago.

The complaint, however, centers on her alleged conduct and communications rather than her religious conversion.

Capitol Surveillance

The FBI alleges that Bowie spent several weeks conducting surveillance of the New York State Capitol complex.

According to the complaint, she photographed the building from multiple vantage points while attempting to identify locations that could assist her planned attack.

Investigators said she also took photographs from an observation hall in the vicinity of the Capitol.

The alleged surveillance became a significant element of the FBI’s case as agents sought to establish whether Bowie was moving from online extremist rhetoric toward concrete preparations for an attack.

Alleged Purchase of Bomb Materials

The complaint states that Bowie purchased materials that could be used to construct an explosive device from a hardware store on August 5.

She allegedly continued communicating with FBI informants and discussing the planned attack over the following two weeks.

On Wednesday, undercover informants allegedly met with Bowie and provided her with what investigators described as an inert explosive device and an inert handgun.

The FBI said the informants also gave her instructions purportedly concerning how to detonate the device.

Agents subsequently arrested Bowie.

Suspect Allegedly Acknowledged Consequences

Following her arrest, Bowie was interviewed by FBI agents and allegedly made statements indicating that she understood the seriousness of the investigation.

According to the complaint, she allegedly told investigators:

“There’s no helping me, you guys know enough, there’s no helping me, I’m…going to prison for the rest of my life.”

She allegedly also referenced the federal offense of providing material support.

She said she had researched the potential punishment and understood that she could face imprisonment.

FBI Intervention Prevented Potential Attack

The allegations highlight the FBI’s use of undercover operations to identify and disrupt suspected extremist plots before an attack can occur.

In this case, investigators allege that Bowie progressed from online communications and expressions of extremist support to surveillance, acquisition of bomb-making materials and discussions about carrying out an attack against a major government institution.

The case also comes amid continuing concerns in the United States over violent extremist networks that use online platforms to identify, radicalize and mobilize potential attackers.

Investigation Continues

Federal authorities have not indicated whether additional suspects will be charged in connection with the alleged plot.

The charges against her have not been proven in court, and the criminal complaint represents the government’s allegations rather than a judicial finding of guilt.

The investigation remains ongoing as federal authorities examine Bowie’s communications, movements, purchases and alleged connections to extremist networks.
