TDIn a landmark announcement, the African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation, Festus Keyamo, SAN, as the African Champion to lead its newly launched aviation investment initiative across the continent.
The recognition is rooted in Nigeria’s “leadership and vision” in driving policy reforms aimed at transforming its aviation sector.
Over the past few years, Nigeria has introduced measures to modernize airports and strengthen regulatory frameworks.
It has also encouraged private sector participation — reforms that the AfDB believes can serve as a model for other African nations.
The Integrated Aviation Transformation Program for Africa (IATP)
At the heart of this initiative is the Integrated Aviation Transformation Program for Africa (IATP).
IATP is a bold platform designed to overhaul Africa’s aviation ecosystem.
With a funding commitment of $7 billion, the program seeks to:
- Modernize aviation infrastructure across African countries, including airports, air traffic systems, and safety oversight.
- Boost connectivity by supporting regional and international routes that can unlock trade, tourism, and economic integration.
- Mobilize capital from private investors, institutional partners, and concessional sources to ensure long-term sustainability.
- Revitalize African airlines, which currently account for less than 3% of global air traffic, despite the continent being home to nearly 18% of the world’s population.

AfDB Confirms Nigeria’s Role in Aviation Reforms
The AfDB has invited Minister Keyamo to its Annual Meeting in Brazzaville on May 28, 2026, where a Letter of Intent (LOI) between Nigeria and the Bank will be formally signed.
This agreement will cement Nigeria’s role as a strategic partner in shaping the future of aviation across Africa.
In its official statement, the AfDB expressed “deep gratitude to the Minister for his commitment to advancing aviation in the whole of Africa”.
The Bank emphasized that Keyamo’s knowledge, passion, and dedication will be critical in steering the program toward success, not only for Nigeria but for the continent at large.
This appointment positions Nigeria at the forefront of Africa’s aviation renaissance, signaling a new era of investment and collaboration.
With the IATP, the AfDB envisions a future where African skies are safer, more connected, and more competitive on the global stage.
