Ukrainian President Volodymyr Zelensky has confirmed that Kyiv is in discussions with U.S. President Donald Trump about the possible stationing of American troops in Ukraine as part of long-term security guarantees. THIS DAWN — Ukrainian President Volodymyr Zelensky, has on December 30, 2025, revealed that his government is in active discussions with U.S. President Donald Trump regarding the potential deployment of American troops to Ukraine.

The announcement, made during ongoing peace negotiations, underscores Kyiv’s push for robust security guarantees as the war with Russia enters its fourth year.

The prospect of U.S. troops presence in Ukraine would represent a significant escalation in Washington’s role in the conflict.

It raised both hopes for deterrence and concerns about broader geopolitical consequences.

Zelensky’s Statement on US Troops

Speaking to reporters, Zelensky confirmed that U.S. troops presence was part of the discussions with Trump.

He described the talks as focused on long-term security guarantees.

He noted that Ukraine considers the presence of international forces essential to ensuring peace and stability.

“We are discussing with Washington the possibility of U.S. troops in Ukraine as part of security guarantees,” Zelensky said.

He added that such measures would help prevent future aggression and reassure Ukrainians of lasting protection.

Trump’s Position on Sending Troops

President Trump has not yet publicly committed to deploying U.S. forces.

He has, however, signaled openness to strong security guarantees for Ukraine.

During a meeting with Zelensky at Mar-a-Lago earlier this week, Trump described the negotiations as “closer than ever” to producing a peace deal.

He emphasized that the U.S. would provide “solid guarantees” for at least 15 years, with the possibility of extension.

Trump’s willingness to consider troop deployment reflects his administration’s effort to balance deterrence against Russia.

Such deterrence will follow a desire to conclude the war through negotiations.

Security Guarantees Framework

According to Zelensky, the draft agreement under discussion outlines U.S. security guarantees for a period of 15 years.

Kyiv, however, is pushing for longer commitments—up to 30 or even 50 years.

The guarantees would include military, economic, and diplomatic support, with troop presence seen as a cornerstone of deterrence.

Ukraine argues that without international forces on its soil, any peace deal would remain vulnerable to future violations by Russia.

Moscow, however, has consistently rejected the idea of foreign troops in Ukraine, viewing it as a direct threat to its security.

Meanwhile, the Kremlin has already voiced opposition to the prospect of U.S. troops in Ukraine.

Russian officials argue that such a move would cross a “red line” and could provoke retaliation.

Moscow insists that any peace deal must include Ukraine’s withdrawal from contested territories in the east and a ban on foreign military presence.

Russia’s resistance highlights the difficulty of reaching a comprehensive settlement, as troop deployment remains one of the most contentious issues in negotiations.

The potential stationing of U.S. troops in Ukraine carries far-reaching implications:

  • For NATO:

Experts warn that while Ukraine is not a NATO member, U.S. troop presence would effectively extend NATO’s deterrence umbrella eastward, raising questions about alliance commitments.

  • For Europe:

They note that European allies may welcome stronger U.S. involvement but worry about escalation with Russia.

  • For Global Security:

The move could set a precedent for U.S. military guarantees outside formal alliances, reshaping Washington’s global security posture.

Domestic and International Reactions

In Ukraine, Zelensky’s announcement has been met with cautious optimism.

Many citizens see U.S. troop presence as a vital safeguard against future Russian aggression.

However, some opposition figures warn that reliance on foreign forces could undermine sovereignty.

Internationally, reactions are mixed.

European leaders have expressed support for strong U.S. guarantees but remain wary of direct troop deployments.

Analysts note that while troop presence could deter Russia, it also risks escalating tensions and complicating peace talks.
