Massive Salary Increases: Is Tinubu Buying Security Institutions Ahead of 2027 Election?

TD President Bola Tinubu’s recent approval of massive salary increases for Nigeria’s armed forces, coupled with the Federal Government’s review of police welfare packages, has ignited a storm of debate.

Officially, these measures are framed as overdue recognition of the sacrifices made by security personnel.

Yet critics argue they may be politically calculated — a strategic bid to “buy” loyalty from the nation’s security institutions as the 2027 elections loom.

The Numbers Behind the Gesture

Tinubu’s directive covers about 250,000 armed forces personnel, with salary increases ranging from 30% to 80%.

The annual salary bill will jump from ₦660 billion to ₦924 billion.

Senior officers above colonel will receive a 30% raise, mid-level officers 50%, and junior ranks up to 80%.

Simultaneously, the Federal Government is reviewing police salaries, allowances, pensions, insurance, and housing support — a comprehensive package aimed at addressing long-standing welfare concerns.

For decades, soldiers and police officers have endured poor pay, inadequate housing, and delayed benefits.

Many have risked their lives fighting terrorism, banditry, and kidnapping with little assurance of financial stability for themselves or their families.

On paper, these reforms are a long-overdue correction, designed to boost morale and operational efficiency in a country where insecurity remains a daily reality.

The Political Undercurrent

But the timing is impossible to ignore.

With less than a year to the 2027 general elections, Tinubu’s administration is channeling unprecedented resources into the military and police.

Observers note that Nigeria’s political history is littered with accusations of security agencies being used to intimidate voters, suppress opposition, or tilt the electoral playing field.

Against this backdrop, the sudden generosity toward security personnel raises suspicions of political insurance — a way to secure loyalty from institutions that wield enormous influence during elections.

The symbolism is powerful: by rewarding soldiers and police officers now, Tinubu positions himself as their benefactor.

In a country where patronage politics often trumps institutional independence, such moves risk being interpreted less as reform and more as strategic co-optation.

Security or Strategy?

Tinubu has defended the pay rise as an act of appreciation, declaring that “no nation can achieve greatness without security.”

His rhetoric emphasizes modernization, welfare, and national unity.

Yet skeptics argue that genuine reform must go beyond financial incentives.

Without systemic accountability, transparency, and depoliticization of the armed forces and police, salary increases alone may reinforce existing patterns of patronage rather than dismantle them.

There is also the question of sustainability.

With Nigeria’s economy under strain, can the government sustain a ₦924 billion annual salary bill without compromising other critical sectors like education, healthcare, and infrastructure?

If the reforms are not backed by broader institutional restructuring, they risk becoming short-term gestures rather than long-term solutions.

My Conclusion

Nigeria urgently needs a motivated, professional, and well-equipped security sector.

Soldiers and police officers deserve fair compensation for their sacrifices.

But the overlap between welfare reforms and political timelines cannot be dismissed.

Whether Tinubu’s moves are genuine investments in national security or strategic maneuvers to consolidate power ahead of 2027 is a question Nigerians must confront.

What is clear is that the health of Nigeria’s democracy depends not just on better-paid soldiers and police officers, but on institutions that serve the people rather than politicians.

If reforms are to be meaningful, they must strengthen independence, accountability, and professionalism — not merely secure loyalty in an election season.
