TDA civil society organization, Save the Soul Transparency & Eagle Eyes International Foundation (STEIF), has accused the Director General of the National Broadcasting Commission (NBC), Mr. Charles Ebuebu, of what it describes as a “deliberate violation” of federal government promotion guidelines.
STIEF made the allegation in a letter dated 9th December 2025, signed by its Assistant Research Analyst, Mustapha Bello, and addressed to the NBC Director General.
The CSO used the case of Kaltumi Giwa, an Assistant Director of Engineering at the Commission, as case study.
It alleged that Giwa’s participation in the 2023 promotion exercise contravenes two circulars issued by the Head of Civil Service of the Federation (HCSF), whereby other staff wait endlessly for years.
The first was dated 21st November 2022, while the second was dated 12th April 2021.
The directives outline eligibility criteria for advancement to directorate-level positions in engineering and accounting.
Allegations and Demands
The NGO claims to possess empirical evidence showing that Giwa was promoted despite not meeting the stipulated academic requirements.
Specifically, the circulars mandate that staff with Higher National Diplomas (HND) and Postgraduate Diplomas (PGD) must also possess a master’s degree in their professional field to qualify for directorate-level promotions.
STEIF argues that Giwa, who is reportedly still pursuing her Master’s degree, was cleared for promotion in violation of these rules.
The group also questions the authenticity and source of her claimed MBA qualification.
It cited an internal NBC memo dated May 3, 2024, requesting submission of her MBA certificate.
“Did Kaltumi Giwa meet up the crystal-clear stipulated criteria in the circulars?” the petition asks.
The letter further alleges that Giwa’s promotion was facilitated by internal cover-ups.
This includes her participation in an ITU/NFMC program in the United Kingdom alongside the Acting Director of Engineering, without formal notification to the Commission.
Broader Concerns Raised
STEIF’s petition also references other NBC staff whose promotions were stalled due to non-compliance with the same circulars, including:

Uche Umeozoke: reportedly stagnant at Assistant Director level for eight years due to lack of a Master’s in Accounting

Late Akin of Minna State Office: remained a Chief Monitoring Officer for over eight years

Nkechi: unable to advance beyond Chief Monitoring Officer for six years
The NGO argues that Giwa’s promotion, if left unaddressed, sets a precedent of partiality and disregard for federal directives, undermining morale and transparency within the Commission.
Prayers and Threat of Legal Action
STEIF concludes its petition with three demands:

That the circulars be applied uniformly to all staff, without favoritism

That if no corrective action is taken by 16th December 2025, the organization will initiate administrative and legal proceedings against NBC and Giwa

That transparency be upheld as the guiding principle in resolving the matter
The petition was signed by Mustapha Bello, Assistant Research Analyst, on behalf of the Country Chief Research Analyst.
It was copied to key government offices including the Chief of Staff to the President, Attorney General of the Federation, Secretary to the Government of the Federation, National Assembly, and Inspector General of Police.
Antia said that NBC has no response to the allegations.
As of the time of this report, the National Broadcasting Commission has not issued a public response to the allegations.
The matter is expected to generate further scrutiny, especially given the broader implications for civil service promotion practices and institutional accountability.
